National Company Administration of Danube River Ports J.S.Co. Giurgiu (leading partner)

The port of Giurgiu is located at the crossroads of 3 Pan-European transport corridors, one of them being the Danube, with a direct connection to the Black Sea. The port authority CN APDF SA Giurgiu, is in need of a well-developed transport system to be achieved by facilitating access to port infrastructure & cargo handling operations at berths and eliminating delays & traffic congestion. This would increase safety and facilitate the transportation of both goods & containers.

Through its participation in DaHar, APDF wishes to obtain a concept for developing an effective, intermodal transport infrastructure, connected to the European transport network, which will facilitate its integration into the European economy and allow the development of new activities & of the domestic market as well. The results of the project will also facilitate the diversification of economic activities in the port, ensuring concerted industrial development of Giurgiu port and of the surrounding area in order to increase competitiveness. Moreover, DaHar will contribute to an increased utilisation of the Danube and thus to reducing the negative effects of transport on the environment by promoting inland waterway transport.

The national company will work closely together with the Municipality of Giurgiu, as its strategic partner regarding port development. Besides bringing into the project its expertise & know-how gained through its previous activities, including the participation in several relevant projects, APDF will contribute to DaHar by actively taking part in the logistical infrastructure of ports and in RIS related cargo transport management.

Municipality of Galati (leading partner)

Galati is one of the most important middle-sized Romanian port-cities on the Danube, open to both river & maritime navigation and offering navigable channels to the Black Sea & to the North Sea. The port is connected to the RIS navigation monitoring system and takes advantage of a properly organized institutional framework, practical knowledge of which will be fed into DaHar. The Municipality of Galati is the key actor of urban development, including the development of transport in general & port development in specific. Its importance lies in the strategic planning connected to urban issues, which includes the improvement of logistical & infrastructural capacity utilisation of Galati's port & port area.

The city will contribute to DaHar with its experienced staff and will participate in the project on enhancing hinterland connections related to transport linkages of inland navigation with road & rail. Galati will also be the leader regarding ensuring stakeholder support & enhancing the consensus building process. Moreover, Galati will assist in preparing a detailed project work plan, knowledge sharing strategy & professional article. The Municipality will work closely together with CN APDM SA Galati, with whom all activities will be complementary & coordinated. The Municipality of Galati would like to benefit from the project a strategy for multimodal port development and as putting that into practice a concrete feasibility study serving as transnationally relevant model as well, so that it can be an efficient actor in the cooperation network of Danube ports.

Maritime Danube Ports Administration (leading partner)

CN APDM SA Galati, as port authority under the jurisdiction of the Ministry of Transports and Infrastructure, carries out activities of national public interest. Its main objectives are related to providing public port services complying with European standards, doing maintenance and repair work for the river transport infrastructure and for public property and own goods, and continually diversifying the services offered and increasing efficiency in its area of jurisdiction. APDM is also responsible for upgrading the port's strategies regarding infrastructure and sustainable transport, and ensuring a direct connection with port operators. Any projects related to the development of the river and maritime ports belonging under CN APDM SA Galati's authority can only be implemented through the company. In its 19 years of activity, the company has consolidated its reputation in respect to the efficiency and professionalism of the services provided.

By taking part in DaHar, APDM is aiming at identifying technical and economic solutions for developing the port and making activities more efficient, increasing the use of the port infrastructure, and making the area more attractive by stimulating the increase in cargo traffic passing through Galati and the other ports administered by the company.

APDM will be involved in the project's 3rd thematic group on the integration of ports of small and medium-sized cities in the development of Danube container and RoRo liner services. The national company will work closely together with the Municipality of Galati - its important strategic partner regarding port development - , with whom all activities will be complementary and coordinated. APDM is mainly involved in issues concerning port development, while the Municipality's main competence lies in the urban dimension of hinterland connections.

Municipality of Giurgiu (observing partner)

Giurgiu is a middle-sized Danube port city located at the intersection of 4 European transport corridors and close to Bucharest, capital and biggest economic centre of Romania. DaHar is dealing with one of the key challenges the city of Giurgiu is facing nowadays, namely how to improve existing port facilities, develop them in a multimodal way, and thus build a suitable infrastructure able to handle the significant increase of merchant traffic in SEE, which will ultimately lead to better economic development. The project will enable the partners to find the most efficient solutions to this common challenge, while at the same time establishing international connections between port cities.

The Municipality will contribute to the project by providing its know-how, experience and political support during and beyond the project's lifetime. Close cooperation with CN ADPF SA Giurgiu and the other partners and the Municipality's participation in the milestone events of the project will ensure that DaHar developments are embedded in regional and national policy-making contexts.

Within the framework of this project, the Municipality wishes to get to know best practices, concepts and methods in the field tackled and benefit from it not only by jointly developed models and plans, but also by a sustainable cooperation among the middle-sized Danube ports related to waterway-transport, multimodal solutions and related logistics services.
