The project has 23 partners from 6 EU (Austria, Belgium, Bulgaria, Hungary, Romania, Slovakia) and 2 Non-EU countries (Croatia, Serbia)

Guiding principles for setting up the partnership included the following: representing most SEE countries; focussing on small and medium-sized cities with ports of international importance; involving primary decision-makers in charge of port development; inviting networks to ensure transferability; involving regional and national authorities or at  least informing them about the project; reflecting the Triple-Helix approach (bringing together business, research and government); ensuring vertical (regional and national authorities) and horizontal (various types of stakeholders) linkages. 

The core partnership reflects a balanced mix of competences required to carry out project activities. The common feature of the partner cities is their interest in functional specialisation in the transport logistic chain.
